Launching MOD Licenses and systems Directorate’s Office at Tawazun Industrial Park

- The office reports to the Licenses and systems Directorate at the Ministry of Defence, and provides services to the defence and defence industries sector.

The Ministry of Defence announced its establishment of MOD Licenses and Systems Directorate’s Office at Tawazun Industrial Park in Abu Dhabi, in cooperation with the Economic Balance Council "Tawazun" and Abu Dhabi Department of Economic Development.

The establishment of the MOD Licenses and Systems Directorate’s Office aims to regulate the defence and security industries sector, in addition to ensuring compatibility with international legislation and agreements in this field. The opening ceremony of the MOD Licenses and Systems Directorate’s Office took place in Tawazun Industrial Park. It was attended by a number of officials headed by His Excellency Undersecretary of the Ministry of Defence Matar Salem Al Dhaheri; Brigadier Dr. Hameed Mohammad Humaid Al Muhairi, Director of the Department of Arms and Explosives in the Ministry of Interior; His Excellency Rashid Abdul Kareem Al Balooshi, Undersecretary of Abu Dhabi Department of Economic Development; and His Excellency Mohammed Muneef Al Mansouri, Executive Director of the Industrial Development Bureau of the Department; Matar Ali Al Rumaithi, Chief Executive of Economic Development in the Economic Balance Council; Eng. Fayez Saleh Al Nahdi, Chief Executive Officer of Tawazun Industrial Park; and a number of officials and representatives of national and foreign companies operating in the defence and security industries sector.

After the opening, Matar Ali Al Rumaithi, Chief Executive of Economic Development at the Economic Balance Council, welcomed the opening of the MOD Licenses and Systems Directorate’s Office at the Park, indicating that the ministry has been providing support to the defence and security industries sector in the country in accordance with an insightful and thoughtful vision.

He expressed his confidence that the MOD Licenses and Systems Directorate’s Office will contribute significantly to the development of the defence and security industries in the country, support the sector's efforts to accelerate the transfer of industrial technology, support and encourage small and medium enterprises, attract investments and strengthen partnerships with international defence institutions and companies.

The establishment of the MOD Licenses and Systems Directorate’s Office comes to provide MOD services to those who work in the defence and security industries sector within the MOD competencies. This comes in accordance with the legislations and laws issued in the state, and to achieve the general policy of the state towards standardizing procedures and requirements for the defence and security industries sector in a way that complies with international standards and achieves national security.

The main tasks of the MOD Licenses and Systems Directorate’s Office are focused on serving those working in the defence and security industries sector, issuing licenses and permits for weapons, ammunition, explosives and military materiel and cooperating and coordinating with government departments in the country.

The establishment of the MOD Licenses and Systems Directorate’s Office in Tawazun Industrial Park is a vital step to support and enhance the performance of the national defence and security industries sector. It is also important to contribute to creating an appropriate and competitive investment environment to attract more investments to this vital sector through working as a link between the Ministry and the defence and security industries sector.

The Memorandum of Understanding, which was signed between the Ministry of Defence and the Economic Balance Council, paved the way to enhance mutual cooperation and coordinate efforts to establish and operate MOD Licenses and Systems Directorate’s Office in the Park, and to organize the defence and security industries sector in the country. This is done within the framework of a clear and comprehensive strategy aimed at enabling this vital sector and enhancing its contribution to the country's national product.

Matar Ali Al Rumaithi, Chief Executive of Economic Development at the Economic Balance Council, said that the establishment of the MOD Licenses and Systems Directorate’s Office will contribute to the advancement of this sector, enabling it to contribute to advancing development and enhancing its participation in supporting government efforts aimed at creating a diversified and sustainable economy.

He said that the Economic Balance Council seeks to be the main enabler of sustainable defence and security industry in the country. This will be achieved through inputs necessary to develop the industry, providing an appropriate legislative environment, enhancing the position of defence and security industries in the country, contributing to achieving a competitive national economy based on knowledge and innovation and future technological applications and enhancing the ability of the national economy to attract foreign direct investment.

For his part, His Excellency Rashid Abdul Kareem Al Balooshi, Undersecretary of the Abu Dhabi Department of Economic Development, affirmed the department’s keenness, through its Industrial Development Bureau, to support the MOD Licenses and Systems Directorate’s Office. This support is delivered by enhancing joint cooperation to ensure streamlining procedures of issuing and renewing industrial and commercial licenses for companies and investors in the defence and security industries sector.

He explained that the department cooperates with Tawazun Industrial Park within the cooperation agreement between the two sides that was signed during this year. This allows Tawazun Industrial Park to outsource commercial and industrial licenses and industrial inspection services. He also explained that the agreement gives Tawazun Industrial Park management the authority to carry out tasks of industrial inspection procedures on facilities within the scope of its geographical competence and in accordance with the industrial inspection guide approved by the department's Industrial Development Bureau.

His Excellency Mohammed Muneef Al Mansoori, Executive Director of the department’s Industrial Development Bureau, emphasized that the establishment of the MOD Licenses and Systems Directorate’s Office will streamline business activities and motivate existing and new national and foreign companies to increase their investments in the defence and security industries sector, which contributes to enhancing economic growth.

Since the establishment of Tawazun Industrial Park in 2012, the Park has increasingly attracted many national and international companies specialized in precision manufacturing of defence and security products and components.

Eng. Fayez Saleh Al Nahdi, CEO of Tawazun Industrial Park, said: Launching the MOD Licenses and Systems Directorate’s Office in the Park will contribute to advancing investments in the defence and security industries sector in terms of serving customers from companies and institutions operating in this sector. The MOD Licenses and Systems Directorate’s Office is an integrated service center for the MOD Licenses and Systems Directorate to serve customers in the defence and security industries sector.

He added, “Inaugurating the MOD Licenses and Systems Directorate’s Office contributes to the success of joint cooperation between the Department of Economic Development and the Park through the Department of Economic Development’s outsourcing of some services concerned with licensing economic, industrial and commercial activities in the defence and security industries sector. This is done to accommodate industrial, logistic and commercial projects in the Emirate of Abu Dhabi, Which in turn enhances investment opportunities and attracts the defence and security industries not only at the state level but also at the region level.” He emphasized that providing such services to companies in the Park will contribute to enhancing the efficiency of their operational processes and improving and developing services provided to investors. These services include technical and logistic support, innovative solutions for investors in the defence and security industries sector, infrastructure, real estate, specialized services and representation of the local authorities specialized in defence and security industries.

Tawazun Industrial Park is the main developer of defence and security industries in the country. It seeks to provide services to the defence and security industries sector through the single-window center, which provides all services to investors to set up their projects, facilitates licensing procedures, clears their transactions and coordinates with all government agencies within the boundaries of the Park’s area.

Tawazun Industrial Park is working to achieve its strategy of becoming the regional center for defence and security industries, and focusing on its position as a major center for attracting investments while providing integrated solutions to major international companies.
